You'll also have to insulate the electronics from directly touching the cage.
And yes they do. As long as the design is capable of properly concentrating the effect along the cage, the electronics inside should be safe.

Reason why I see people 'foiling' the interior of houses sometimes.

Think in terms of similar to a lightning rod for the cage, and a lightning strike as the cage. However, a lightning rod will not affect an EMP, so don't confuse this example with reality~!
