I hope the underwater empire will be mostly neutral because their waters are home to some of the busiest sea routes in the entire world.
It also worths noting that I actually own 3-4 tiny islands just a thousand or kilometers away from Avalia.
It doesn't appear much on the map but it's blatantly inside the mermaid/naga race's territory now.
