[@Cale Tucker] [@Keyguyperson] [@WilsonTurner]  Minors start with 1 Superior, 1 Standard, 1 Substandard. but will it be possible, through RP of various types, to improve tech to the next level, like, say, Substandard -> Standard Researched for X number of turns, with certain bits of RP, like, say, negotiating for scientists/researchers from a nation who is real good with that tech to help, that sorta thing?  Or, for the more warlike amonsgt us, using captured researchers, and reverse engineering captured tech?
