It is possible, as emigration does happen, though it also means ethnic minority enclaves. As for social outcast Mesulids, that one is interesting. Be warned though, apostates are typically despised back home and publicly (that is, intentionally) appearing to be harbouring them will cause tensions. On the note of emigration/immigration, I will need to figure out the minorities of other species inside my empire as well as the demographic makeup of the empires colonies... How many elves would be in the empire...
I think I mentioned this in m profile. Rough estimate is around 70-80 million elves worldwide. I figure nearly every country has at least a few of them and nations with good relations to Yllendthyr would possess even more. Though it worths noting that barring a very few exceptions all elves regardless of their homes are loyal to Yllendthyr. Part of the effect when you unite a nation with the chief religion of elfkind. Also I wonder what would be your relations with [@Wernher] who has literal dragons as one of his chief races (even if populations-wise they're a minority). Given how your ancient evil god rode a dragon, I figure this wouldn't sit so well with you. On a different note Yllendthyr has griffin riders which may be perceived as good symbols by the Mesulid.
