No real limitations--if you think you need to take it to extremes to make it interesting.  Remember the Joker, and how good a villain he is?  He has no powers or great weapons, just some twisted tech and a seriously twisted personality.

Then again, Superman is the living embodiment of OP, and he makes a fairly good villain too.
