Yes.

Okay, that's just a summary, but with "George Lucas" having based his movies on legend, it's most likely at least partly inaccurate, and possibly contains pro-Jedi propaganda, as he was from the Republic.  You can be from a Starwars world if you have a reason to be on Earth, or you can be a human from Earth, with or without the Force.  You will, at most, have been exposed to them for a few months at most, though.  You can also make your own versions of Sith, Jedi, or other Force traditions, or various SW cultures. 

So, if you want to be a Mandolorian that's here to train pilots for the USAF's new space fighters, that's fine.  If you want to be a waitress from Earth that decided to give up her earthly belongings and give herself to the Traditionalist Jedi Order, that's fine too.
