Not all of them are, just....75%....maybe XD
Some are wanted for theft but. Oh and arson. And whatever the equivalent of drug dealing is here. And the occasional kidnapping.
Oh and that one time for littering and not paying the fine XD
Plus they would have some form of appearance changing magic, but it would be highly amusing if they just strolled in as they were XD
EDIT: Also added the guild members which have been finished so far to the character section...I only just realised how many there were O_O
