Yllendthyr technically has that as while the emperor is the traditional leader of Arvandor his title is more of a figurehead than somebody who actively guides religion. State laws also have little if any relevance to the way of Church and religion is only called upon for motivational purposes. also as my example shows Secularism has little if anything to do with atheism. It has more in common with religious freedom.
