I might have an idea if you're interested. What if there's a certain ability/power (can't think of a name and would probably be best if you think and decide on one) was passed through their father's side of the family. Maybe what gave Cain and Abel to have part of the ability was because their mom wasn't a wizard (not sure if she was one or not from the history of their CS). That power allows the user absorb large amounts of ethernano within an area at once, allowing the user help charge/fuel powerful attacks. The bigger the range of the absorption, the more powerful the attack will be. But since Cain and Abel only carry half of the trait from their father, that would be the reason why Cain has difficulty controlling the power, especially when he's without Abel. 

Also, I'm a bit curious and want to make sure I understand this part correctly. Can the seals only be used if both Cain and Abel are together? 

And by the way, I wish I had Fallout 4 because it looks so AMAZING!!!
