[@Wade Wilson] Currently the Alliance of Conquerors, composed of about 5 higher rank members, sent its armies to attack Nova's empire (after declaring to be the God ruler of Arcadia). A massive, bloody war erupted in Arcadia between Good and Bad, leaving many unaffiliated or detached from those two to either witness it or take part in some way. 

The Goa'uld empire is doing its thing in Venezuela. They haven't taken direct action yet.

The Dark Outliners are gathering various 'specimens' as either recruits or research subjects. The war has enabled a chaotic environment that eases that process.
