I really am in the mood for a Fallout RP, but any Fallouts set on the East Coast are utterly uninteresting to me. Could a character be from somewhere further west?

Since in Fallout 2 California at least is becoming pretty damn civilized, and Fallout 4 is 40 years after the start of FO4, I think the contrast between a character from somewhere which has been civilizing for 80+ years and somewhere that is still an F-fest would be fun. 
Or maybe some of the interesting tribal stuff from the midwest, or someone from enclave-controlled Chicago?
