I personally won't be issuing those orders but if the team Captains decide to run it that way all the power to them. Not saying it will stop characters from going off course as I believe there's a number of characters who it would be out of character for to follow the rules.

In my honest opinion, I believe S'tann would have a sound tactical mind, that said I believe his arrogance overrides this and he would believe himself superior to his teammates thus acting in a way where he tries to take everyone on himself and undervaluing those he's been put in command of. For this reason I think he'd be a poor leader.
