Because if most actors stepped into the role of Kilgrave, they wouldn't be able to make the character do anything. Not having seen any Doctor Who, I can say that he was really fucking good in the role, but the role's writing itself wasn't great. Same for a lot of characters.

JJ wasn't bad, either. It was still better than the majority of Marvel fare - I'd take it over two Iron Man movies, either Thor, Age of Ultron, the Hulk movie, [i]or[/i] Agents of Shield - but it was incredibly mediocre and saved by the fact that Tennant is a good actor and Luke Cage is seriously fucking cool.
