I can pull out an explanation for that, like, decided to take up the name of a dead friend from far away, despite being from Konoha. The basic idea of the character is, "Experimental Subject rescued after the war, lost a lot of memory from trauma, but is still fairly upbeat as a character and doesn't want others to fall as victims." Could have met friend while being experimented on.

Her general motivation, "Well, no use crying over stuff I don't remember, let's do this!"

My character has a Chinese name. We've seen that it's possible in the Naruto universe for characters to be of Chinese origin. Toko, my character, has Chinese ancestry but he himself is Japanese. So that's fine.

If you want to post a character, you're welcome to post one and I will look over it. However two notes of warning.

The first is that the woman in your picture looks far older than a genin. 
The second is that I am a bit of a bitch when it comes to the whole "being experimented on" background. You're welcome to write it out but I am very strict concerning those.
