Well, he believes the Dark Outliners are insane because they aren't taking active action within the Multiverse. He believes that the only morally justifiable route is to do as much good as possible within the multiverse on an individual basis. Not destroying multiversal threats, but rather simply providing safety and comfort to smaller societies, and defeating the evils within a universe. Not destroying Apocalypse is just one of many mistakes he thinks they've made.
