I played an RP like this on a different site a number of years ago but with a few changes.
The escapees were dogged by the government superhumans, the leader of the resistance was insane, and it was called the Blackwatch.
You let me be a government super monster and ill join in real quick.

Though I want to know what kind of superhumans we are talking about. Superman style or true freakish mutations capable of controlling the elements like a toy. 
I personally opted for a superhuman who could freely control and become a body of water at will, along with the ability to freeze it instantly. with obvious limitations against other superhumans it was a fun time

Will you be running that kind of scenario or will it truly be gods versus government entity exclusive
