[@Scoundrel] well. I dunno. I'm certainly interested but I wish to play the role of law dog. Its not so bad handling the government side. 
Their Intel allows you to know what the rebels are planning and send in reinforcements with ease. That could be me. 
Give me permission and I can take care of being the "boss fights" your players want.
(well, maybe me and one other player depending on how many rebels)
