You do realize that emps are basically useless against shielded technology, right? You can negate the effect of an emp by covering your tech with a layer of lead, even modern military tech is emp-proof. Considering a space-ship would often be exposed to the electromagnetic waves that emanate from particularly violent solar activity such as solar flares, shielding would be a necessity. Else their fleet would fall from the sky every time the stars acted up.
