Yes, but sheilds aren't mechanical. Depending on the nature of the shield, most shields are physical barriers made of 'energy'. They are not dispelled by electromagnetic waves any more than any other physical barrier would be affected. Which basically means you're wasting energy, when just firing a big laser would be far more cost-effective.
