[@Lmpkio] I'll admit, this one is pretty powerful even by my standards. But he was designed as a final boss-like character, a behind-the-scenes villain who'd occasionally step in to prevent the evil factions from getting annihilated. Effectively I created him to be the counter to Nova, to prevent him from eliminating the main antagonists. Currently, everyone's against the Alliance of Conquerors. Even the Dark Outliners, more of a Lawful Neutral faction than good guys, want the Alliance dead. The Goa'uld have a similar problem. They have no allies, and many enemies. Nova's faction meanwhile is gaining more and more allies. He has the Yakuza on his side, the Kolons at the very least being helpful, and stands a good chance of allying with the Democracies or the Shinobi, as both are good factions. Considering the Dark Outliners are going to mainly refrain from direct conflict, this means the evil factions are going to get singled out and picked off by overwhelming force. I chose Alucard because he's behind-the-scenes, not inclined to actually fight face-to-face unless fighting a God-tier character. He's also arrogant enough that he'll let enemies live just for the sake of seeing them try and beat him later. He's your typical OP bad guy, except there's not much of a world for him to end.
