Actually, Weiss looks annoyed at how Winter is moving in on Ruby, but Winter doesn't seem to care about Weiss at all, she isn't even looking. So, Weiss is just being jealous, Winter is not competing, she is confident in her own abilities and doesn't need to compete for Ruby.
