Okay so I don't quite get your phrasing on that, but I'll write a few interpretations and then my reply to that

"Can we make them with completely original cards and none that already exist?" No, the maximum is 21 and even then I wouldn't allow that many. This is to prevent you getting everything you want early, just like the 10 card balance rule I put in place.

"Can we just slightly edit an existing structure deck?" Also no, as that takes away the point and balance.

"Can we make a custom structure deck with a similar theme to another?" Well, no, and I've already explained that one.

Now, if you meant anything OTHER than that I clearly didn't understand your question.
