He's not, he'll be able to break it by age 20. Proportionately, he would roughly have a top speed of 652.2mph currently which is not far off from Mach 1, saying of course he's increasing at a rate of approximately 38mph per year. 

That said, Rick's striking force, saying he weighs approximately 142lbs is approximately 2.1 metric tonnes of striking force after a quick conversion.
