There are two main choices:

1.) The city center, where Par is fighting Alan.

2.) The docks themselves, where you can fight [@Vulkan]'s character.

A side choice could be being stationed at the east end of the city, barely avoiding being killed by Alan's Vertibird as it raced to the city center, then going off to the above two options.
