It has, when a certain economy needed more resources, they'd often go to war for more. We can see that with the US invading everything. But civil war for water? Not so sure. It might happen in a distant future, but China wouldn't be the only one concerned. If it were for other more valuable resources, perhaps. In any case China is investing heavily in green and renewable shit. More than most countries, so it isn't a lost cause.
