I think if someone is going to be playing a member of a hero's rogue gallery there needs to be an understanding between the rogue player and the hero player about what the rogue player is looking to do. For example, if a Joker player is looking to re-enact Arkham Asylum, then he needs to have the willing participation of the Batman player to actively try to stop him. However if the Joker player is looking to have a gang war with another villain, they too could simply either NPC another character or simply someone else could play that villain. [Sidenote: Would love to see a gangwar in Gotham ;)] Interaction and collaboration are definitely key elements to having a long lasting RP, but I'd rather avoid PvP personally and instead NPC Flash's rogue gallery but team up with other players for story arcs and the like.
