Yes there is still an infantry Regiment Commander up for grabs. If you take that it'll only leave the artillery regiment commander for another player. The Admiral is the Naval regiment Commander. 

Also the artillery regiment is not just artillery. They also have our armored division. So tanks, walkers, other ground vehicles as well as artillery all fit under that regiment. It'll be one Battalion of artillery and three of assorted vehicles.
