Gate Guardian can be Special Summoned, but he has to first has to be played on the field by fulfilling his summon condition.

You forgot about Star eater. whoms ATK I based it on. 

Though Celestial could gain the effect that it can only be summoned by tribute summoning. And that tribute summon cannot be negated
