It's not the weakest level 11 by any stretch. 

It's essentially a 3200 ATK monster that you can get on the field from 2 monsters.

Star Eater (Like Ammokkx said) is really difficult to get onto the field because it requires a level 5 + 6, a 4 + 4 + 3, a 5 + 3 + 3, a 1+10, really just these weird combinations of levels that usually don't have much synergy.
