I have a character in mind but what's the furthest from the academy they'd be coming from? Do they need to be an Alaska resident?
To answer your question, no. People from all over America can be sent to 218. I don't actually know of any characters who are from Alaska who go to 218. [@Heathen] So I don't have any real authority in this rp, but as someone who has been in many of these rps and who is a close friend of Allen's, I think your character needs more weaknesses. Considering that they can both become completely intangible and become bulletproof, there needs to be a little bit more there to balance them out. Your weaknesses currently are the usual "they're hurt by other things", which isn't a weakness of your power so much as it is a weakness of being human. There's a time limit on your character's abilities, but in a fight thirty seconds can be a lot. I think that a some good weaknesses could be that your character cannot phase through very dense objects (such as steel). The being able to stun people by touching their vital organs is excessive. Also, making oneself less dense would make them easier to be knocked over, so perhaps your character becomes kind of floaty, so something like a powerful gust of wind would send them flying. For increased density, not being able to feel pain makes no sense with your power (perhaps the increased density makes their pain-sensing neurons less efficient, either prolonging pain or reducing it, but removing it is a lot to ask). There should be some restriction of mobility in your character's superdense form as well, as the same pain reducing factor would make their reaction time slower. Also, being more dense wouldn't increase your weight, but it would decrease your surface area while your weight stays the same. This wouldn't make them heavier, but compacting them would cause them to break things that they fall into easier, since the same amount of force would be spread across a smaller surface area. Just my two cents. You don't need to use all of these, but at current your character doesn't have any well-defined weaknesses.
