Whether or not you can use your semblance sort of depends on whether or not you want to. You can make your character be really familiar with it, or you can make them not familiar with it, and make them not like to use it. Since most semblances are personal, it's up to the individual to use and train, so the degree that your character can control their semblance entirely depends on what you want.

So do what you want to do, it'll work out in the end.
