To the Ascendancy, they were an enemy of the state, but their works emphasized the sanctity of Quantum life, and addressed a lot of questions Quantums had about being 'artificial sentients'.  Zanoss' works were considered 'terrorist publications', but Tera trusted Claire enough to tell her that she had read Zanoss' works without being called out as a traitor to the Ascendancy.
