I read it as the regular kind of talking to animals. Like when your dog starts table surfing and you tell her to get off the table but she don't speak English because she's a dog so she continues to ruin the Thanksgiving dinner you and your family were enjoying until your uncle finally grabs her collar and has to lock her in one of the bedrooms upstairs.
