[@KoL] Is the Judicial Division included in the Imperator's treasure hunt, or would there be other more pressing assignments for them?

I'm thinking of skipping the treasure hunt to pursue some of these terrorists (unless, of course, Cyrin chooses to pursue a rebel hunting the treasure).
