Technically the Divine Dorm is the highest, but that isn't open to a first year. Only to a second year and higher. Dorms are based off of the attributes, in case you might not have noticed. Water and Fire are the respective mid and high tier second/third year dorms. Light is the highest possible first year dorm, and students in said dorm are pushed the most to do their best.

EDIT: As for Ethel knowing, considering her history I'd say yes. Haas not so much as he's just a poor boy. Ethel wouldn't care too much though, everyone is just in her way unless she takes a liking to them.
