[/quote]I think the plot is somewhat a mess and you onl need to take the background with a grain of salt. It's possible some "Vaults" designed power armors during those 200 years but it's also plausible that they were developed before or after that. Say, in Age of Rebirth some player factions had power armored infantry as their elites. The WW4 broke out 20-30 years after that (depending which of the 3 different incarnations of the setting we take). It's also plausible some Vaults made power armor suits in preparation to the hostile environment or were just plain megalomanical to work on advanced weapons in hopes of conquering the world. It's also plausible some nations developed power armors after they surfaced. It may be even developed from examining a pre-war model they accidentally found. The possibilities are almost endless. Just go with whatever you feel fun without going overboard. Also Fallout power armors are not clunky. They might look dated which gives them a strange charm but Fallout power armors are otherwise both robust yet mobile.
