I agree, they could be brought together in loosely-organized little ragtag groups out of a simple need for survival and then maybe Starclan would see what's happening and step in. 

Have we come up with clan names yet? Since they have a tendency of being based around the environments they're living in, maybe it'd be easier to make a map or come up with a plan for what the different territories look like. (Edit: Maybe the thunderpath could be the border between the territories)

There's also the question of where the equivalent to the Moonstone/Moonpool would be, maybe on one of the mountains?
