He looks 22 to you, he looks 16 to me. You'd be surprised how not all 16 year olds look the same. 

Second, go ahead and balance ten then. Go for it, I'll let you pick.

Third, I prefer to build up characters with experience. Right now there's really not much to him, but that changes as the roleplay progresses. He's not as interesting, not as deep, doesn't have abusive parents or long term ambitions. He's still a character. I could fill up the history with boring trivia that nobody would really be interested in...

If the best character you have seen playing was worse than this, then you shouldn't have had a problem accepting him. So, uhhh, this is the next time I'm trying to join. For, you know, FUN. If it's alright with you, of course.
