They can be descendants of the first group of dragon riders. They can be angry about the academy starting up, not being invited or anything else.
They also can be a descendant of someone who lost a loved one in the war. 

Your job is to make the job of being a dragon rider harder and maybe even end them. There is much that can be done here.
