Essentially, she arrived first, and just finished looking around the outside of the abandoned fort. Right now, she would be sitting in some hiding spot near the outpost trying to figure out a good way to get in without getting killed by all the Grimm. Once the other characters finish up with their encounter, they could meet up with her.
