The new technique is improved for sure, but aside from the concerns Savato brought up I'm more interested in the duration of the low-tier usage. He may say a whole hour is acceptable, but that seems incredible to me. Maintaining a constant output of chakra should drain at the same constant. That means that his chakra pool would have to be large enough to constantly lose chakra for a whole hour and not run out. That seems like a lot, considering I can't think of any situation in the canon where any shinobi managed a feat like that. I'll let the others decide if I'm right or wrong on that analysis, since 2/3 is more than 1/3, but just bear in mind that this is just applying to the low-tier part and not the whole thing.
