More accurately put, any non-mages would regard all the various displays of magic as nothing more than show right now because of the Games. Martial law would undermine what the Royal Family and Magic Council are trying to display magic as and besides that, much of Crocus has been damaged numerous times by magic, so anyone not well educated in magic itself would blame traces of old magic flaring up.
