Let's clarify a bit here; the wars were +-12 years ago and the confederation sweeped in and ended them 11 years ago, kickstarting a loose organisation of allied shinobi villages which evolved over time into the confederation. It'd be approximately 2 years before they're an actual 'nation' but we mark the 11 year mark anyway simply because that's kind of the point where 'true peace' happened.
