First off, replicating lightning is far too difficult because the atoms are in overdrive in that state. Casper's ability wouldn't be able to keep up with the pure speed of moving lightning.

Secondly, Casper cannot replicate anything he cannot "touch". This is why he can't replicate liquids. It needs to be solid in one form or another. 

I have limited Casper's abilities quite drastically for a few reasons, mainly because he doesn't age. His mutation will develop extremely slowly because otherwise he'd be a God eventually. I never actually had any developments of his mutation planned for this RP at all. I'm satisfied with where he's at, so to speak.

In short, he can't replicate lightning.
