[@murasaki] It's a place that can be reached from the Dreamlands and can be interpreted as Carcosa. It's my understanding that the Dreamlands experienced by man are uniquely attached to earth, while other inhabited worlds have their own Dreamlands that can be reached, with great difficulty, from he terrestrial Dreamlands.

The question then becomes, is this Carcosa? Or the Dreamlands of the world on which Carcosa is found? If the latter is true, then what laws are different from those that govern the terrestrial Dreamlands?

As for time period, it's a contemporary setting of the current date.
