I'm afraid I have to reject this CS in its current state. Whilst I do feel the character has potential, I feel like it also could have benefitted from closer inspection of the OP in order to better inform the tone of the character and allow him to fit in more with the RP more seamlessly. In my opinion, his vigilante identity feels a little gimmicky in the context of this roleplay, which I intend to have a different tone than traditional 'crimefighting' narratives. Furthermore, it seems some of the RP rules have been overlooked and would advise you to read through them more thoroughly if you wish to adapt the CS and resubmit it. On a more practical note regarding other characters that have previously been accepted, your character's powerset is rendered somewhat obsolete by two existing characters, so you may also wish to rethink this choice at your own discretion. I hope to see an adaption of this sheet which better complements the story world as I do feel that both your characterisation and writing style have a lot of potential.
