I think your claim to the remaining civilization of Atlantis is justified. They were all in the deepest heartlands of Atlantis, away from the thick of the fighting, and the king of Archarnae was wise enough to know that the worst was yet to come, and holed up rather than try to capitalize on the chaos.

Fun fact: the utterly ransacked captial of Atlantis was known as Aquilonia.
