I know I was getting to that, then a dog wanted to play. Anyways as I said before, if you have enough blackmail on them you can you can rule then, however I'm afraid that for now you can have nondescript characters for each of the different underworlds, just refer to them as the rulers of each. For now Thalios rules over the prison continent which was also the greek hell.
