I've noticed. It's very well done, while managing so many characters. And keeping so many secrets. I certainly couldn't do it. 

And Flemmings doesn't get the final say in whether Thalios gets the underworld. This is still a council, he's just the head mediator basically. I'm sure if Flemmings decided to just up and give Thalios the underworld, both Thalios and Flemmings would have just declared war with several gods. There would be two more to add the underworld you so greatly desire. [@Zelosse]
