Philadelphia is always a good bet- huge enough to have a variety of different kinds of problems, cultures, and locales. Plenty of organized crime if we want to go that route. And it doesn't get much time in the spotlight. Seattle and Houston would fit the bill there as well. Or if we wanted to go a less traditional route, we could go with the "decaying and corrupt city" route, somewhere in the rust belt. St. Louis, Detroit, Toledo, one of those places. The police are often corrupt and the people distrust them. Something along those lines. Just spitballing here.
